Directors and Management
Mr. Rowe earned a dual degree in Computer Science and Business Administration from Vanderbilt University in 1981. A fourth generation attorney, he received his Juris Doctorate from the University of Georgia School of Law in 1986.
After practicing law for 9 years in Decatur, Georgia, he left a successful trial and school law practice to form TurnKey Computer Solutions, Inc. TurnKey quickly became the leading legal technology vendor in the metro-Atlanta area, and then expanded throughout the United States with an emphasis on Case Management and Litigation Management Software. During this time, Mr. Rowe was actively involved with technology oriented CLE, and in the growth of the online legal technology community. In 2001, his accomplishments were recognized when he was named the TechnoLawyer.com Legal Technology Consultant of the Year.
In 2001, Mr. Rowe became the Vice President of DATA.TXT Corporation, the developers of Time Matters Software, the leading legal practice management software system. He was the liaison between DATA.TXT and LexisNexis Corporation, the company that subsequently acquired DATA.TXT. Mr. Rowe was the director of the Certified Independent Consultant (CIC) Program, and as the “Trainer of the Trainers” provided the training for all Time Matters’ CICs from 2000 to 2009. He also developed and delivered all Time Matters Certified Training Classes from 2000 to 2009, and he was an integral member of the Time Matters 4.0, 5.0, 6.0, 7.0 and 8.0 Development Teams.
Missing the day-to-day interaction with law firms and lawyers, Mr. Rowe left the corporate world in 2003 to formPractice Management Partners, Inc., a legal technology consulting company specializing in Time Matters consulting and training.
In 2004, Mr. Rowe formed Out of the Box Developers, LLC to develop and market add-on products for Time Matters Software. OTB’s award-winning Practice Area Templates for a variety of practice areas are in use by hundreds of law firms.
Beginning in 2006, Mr. Rowe was the chief architect of BKexpress , the leading practice management system for consumer bankruptcy firms. Today, he is one of the leading authorities on the efficient and profitable practice of consumer bankruptcy law.
In 2007, Mr. Rowe and Out of the Box Developers partner, Mr. McNeill, merged all their respective companies into OTB Consulting, through which they provide legal technology consulting services to law firms and businesses throughout the United States, and many foreign countries.
Mr. Rowe has been a frequent speaker at the major legal technology symposiums – New York LegalTech, ABA TechShow, and West Coast LegalTech – and has been published many times in the leading legal technology periodicals.
Though his knowledge of legal technology is both wide and deep, Mr. Rowe is considered by many to be the top Time Matters expert in the country, and one of the top experts on law office automation in general. While he is often sought after for his ability to successfully lead Time Matters and other projects that are unusually complex, have challenging timelines or those that have “gotten off track,” Mr. Rowe’s ability to communicate clearly and passionately with staff and attorneys alike enable him to assists firms of all sizes with a wide variety of needs.
Mr. McNeill has over 25 years of direct experience in law practice management systems design and implementation. He specializes in workflow analysis, systems design, training, and support to create integrated solutions for law firms using the leading law practice applications such as Lexis Time Matters, Billing Matters, PCLaw; HotDocs, and CaseMap; CT Summation; STI Tabs3 and PracticeMaster; Worldox; Microsoft Word and Corel WordPerfect; with customized programming as needed. With his partners at Out of the Box Developers, he created Practice Area Templates for Time Matters, making it easier and less expensive to customize it for various areas of practice.
Mr. McNeill has personally served hundreds of clients, ranging in size from individual practices to firms of hundreds of lawyers and staff. He has led projects ranging from system upgrades, data conversion and related training to ones as complex as entire information systems design, budgeting, project management and system implementation. Mr. McNeill is an expert at making sure technology systems investments “take hold” and are adopted by clients’ staff and lawyers, thus allowing clients to achieve the internal results desired. Mr. McNeill has a unique strength in his ability to gain client buy-in with his user-friendly training skills and a focus on intra-company communications, which are often a hinge-pin for project success.
Mr. McNeill has served both public firms and private law practices across the country, including international client engagements in Ireland and Egypt. His clients include general practice firms and firms specializing in personal injury, workers’ compensation, medical malpractice, mass torts, insurance defense, landlord-tenant Law, creditors’ rights, the U.S. Department of Justice and other federal agencies; state and county governments; non-profit civil rights organizations; and state bar associations. He is a frequent speaker at local and national CLE programs, such as NY Legal Tech and Glasser Legal Works.
Mr. Harmon leads multiple areas of OTB Consulting (OTB), including Business Strategy, Business Development, Finance and Product Pricing. Mr. Harmon, has been helping guide OTB’s growth since 2006.
Mr. Harmon has made a career of providing professional business services to multiple different industries for almost 3 decades, owning businesses and/or serving clients involved in defense electronics, healthcare consulting, contract labor, human resources, real estate, law practice and information technology. Mr. Harmon, through his long-time association with the principals of OTB, realized the opportunities that exist in helping transition private law practices into more technology-enabled, and thus more profitable, businesses.
Mr. Harmon was drawn to OTB because of its commitment to leading-edge technology, coupled with an extraordinary customer service standard and a demonstrated history of “out-of-the-ordinary” results at client sites. Mr. Harmon believes these characteristics position OTB favorably for both short-term and long-term growth and success.

Mr. Harmon is committed to guiding OTB through steady growth by creating “win-win” relationships with its clients. He believes that controlled growth, along with exemplary customer service, leads to long-term success. Customer service is a cornerstone of OTB’s growth strategy.
Mr. Harmon is an expert in Organizational Design, Management, and in implementing performance-based operational improvement in organizations. Mr. Harmon has a background in the strategic and operational restructuring of hospitals and health systems across the United States. He has over two decades of experience in organizational change, performance improvement, business consulting and Human Resources.
As a Partner/Director of a healthcare performance improvement consulting company, Mr. Harmon’s work included systems reengineering, marketing, client services, engineering design, and project and production management.
Previously, he was employed by Rockwell International Corporation’s Missile Systems Division where his multi-faceted roles led to operational changes resulting in improved product quality and multi-million dollar savings.
Mr. Harmon received his Master of Business Administration (with honors) from Emory University where he was a Robert W. Woodruff Fellow. He also holds a Bachelor of Science in Chemical Engineering from Virginia Tech.
Senior Consultants
Marc Wexler is the OTB IT Director. In addition to his CIC certification, Marc is also a Microsoft Certified System Engineer and Cisco Certified System Engineer. His educational background includes a B.S. and M.S. in Chemistry as well as a minor in Computer Science from the University of Maryland. Marc has both IT and legal process experience in law firms, having served as a law firm IT director for 12 years, as well as many years of high tech engineering consulting work.
He is an expert in litigation support processes and technology, using programs such as Summation, Trial Director, and iPro, and with high-volume scanner hardware and technology. Marc’s expertise in troubleshooting network systems hardware and Microsoft Server, SQL Server, and Exchange, are invaluable to our clients who have network issues that affect the performance of Time Matters because sometimes both Time Matters knowledge and network knowledge are necessary to solve a problem. This combination of skills makes him one for the most knowledgeable CICs in the areas of Time Matters Enterprise administration, SQL Server replication, and Exchange Synchronization. He is a Time Matters Certified Independent Consultant.
Having been a personal injury attorney for 10 years, Mark is a personal injury expert. In the early 90’s, he combined his legal and technology expertise installing computer networks and practice management databases for personal injury firms.
In 1995 he began practicing municipal law in addition to his personal injury practice. He continued his technology interests by becoming a MS Certified Professional and started Computer Counselor, a consulting firm specializing in technology solutions for professionals.
Mark is widely known and recognized as one of the premiere contributors to the Time Matters Internet community. His unparalleled contributions to this online community have helped thousands of users solve their Time Matters and practice management problems. He is a Time Matters and Billing Matters Independent Consultant.
For nearly 20 years, Holly has been providing consulting services in the areas of accounting and management software and internal procedures. She is a Billing Matters expert and is not only a Certified Consultant for Time Matters and Billing Matters, but is also a Certified Consultant for PCLaw, Timeslips and QuickBooks.
Prior to consulting, she has decades of experience working in public accounting and the private sector. Her career began with Price Waterhouse & Company in the audit department. From there she held numerous accounting and management positions within Fortune 500 companies in various industry sectors such as law firms, marketing firms, consulting firms, publishing and non-profit organizations. Her extensive and diverse experience enables her to help clients with establishing and maintaining procedures that assure accurate and timely financial reporting.
