Directors and Management
Mr. Rowe is a founder and Managing Director of OTB Consulting. His unique background as a technology expert and attorney enables him to provide valuable legal technology insight to law firms and businesses and has helped him become a recognized leader in providing technology solutions for the legal industry.
Mr. Rowe earned a dual degree in Computer Science and Business Administration from Vanderbilt University in 1981. A fourth-generation attorney, he received his Juris Doctorate from the University of Georgia School of Law in 1986.
After practicing law for 9 years in Decatur, Georgia, he formed a legal technology company in the metro Atlanta area and then expanded throughout the United States with an emphasis on Document Management, Case Management, and Litigation Management Software. In the early 2000s, Mr. Rowe became the Vice President of DATA.TXT Corporation, the developers of Time Matters Software. At Time Matters he worked closely with LexisNexis, the company that subsequently acquired the software. He oversaw Time Matters’ consultant program, and for a decade provided all certified training for consultants and users alike. Mr. Rowe was also on the development team for Time Matters 3.0 through 9.0.
For the past 30 years, Mr. Rowe has been actively involved with technology-oriented CLE, and in the infancy of the Internet was instrumental to the growth of the online legal technology community. In 2001, his accomplishments were recognized when he was named the TechnoLawyer.com Legal Technology Consultant of the Year. Mr. Rowe has been a frequent speaker at the major legal technology symposiums – New York LegalTech, ABA TechShow, and West Coast LegalTech – and has been published many times in the leading legal technology periodicals.
In 2004, Mr. Rowe formed Out of the Box Developers, LLC (“OTB Consulting”). For the past two decades, OTB developed award-winning add-on products for Time Matters and Actionstep. Beginning in 2006, Mr. Rowe was the chief architect of BKexpress, a leading practice management system for consumer bankruptcy firms. Today, he is one of the leading authorities on the efficient and profitable practice of consumer bankruptcy law.
For the past 10 years, much of Mr. Rowe’s work has involved the implementation of NetDocuments, the leading cloud-based Document Management System. He has worked with firms, corporations, and general counsel offices of all sizes, migrating documents from iManage, eDocs, Time Matters, ProLaw, Worldox, and Windows document shares. He has migrated over 100 million documents and emails in his legal technology career.
Mr. Rowe’s knowledge of legal technology is both wide and deep, and he is considered by many to be one of the top legal technology and law office automation experts in the country. Mr. Rowe’s ability to communicate clearly and passionately with staff and attorneys alike enables him to assist firms of all sizes with a wide variety of needs.
Mr. McNeill has over 25 years of direct experience in law practice management systems design and implementation. He specializes in workflow analysis, systems design, training, and support to create integrated solutions for law firms using the leading law practice applications such as Lexis Time Matters, Billing Matters, PCLaw; HotDocs, and CaseMap; CT Summation; STI Tabs3 and PracticeMaster; Worldox; Microsoft Word and Corel WordPerfect; with customized programming as needed. With his partners at Out of the Box Developers, he created Practice Area Templates for Time Matters, making it easier and less expensive to customize it for various areas of practice.
Mr. McNeill has personally served hundreds of clients, ranging in size from individual practices to firms of hundreds of lawyers and staff. He has led projects ranging from system upgrades, data conversion and related training to ones as complex as entire information systems design, budgeting, project management and system implementation. Mr. McNeill is an expert at making sure technology systems investments “take hold” and are adopted by clients’ staff and lawyers, thus allowing clients to achieve the internal results desired. Mr. McNeill has a unique strength in his ability to gain client buy-in with his user-friendly training skills and a focus on intra-company communications, which are often a hinge-pin for project success.
Mr. McNeill has served both public firms and private law practices across the country, including international client engagements in Ireland and Egypt. His clients include general practice firms and firms specializing in personal injury, workers’ compensation, medical malpractice, mass torts, insurance defense, landlord-tenant Law, creditors’ rights, the U.S. Department of Justice and other federal agencies; state and county governments; non-profit civil rights organizations; and state bar associations. He is a frequent speaker at local and national CLE programs, such as NY Legal Tech and Glasser Legal Works.
Senior Consultants
Ms. Allmand has over 20 years of experience working in some of the largest bankruptcy law firms in the US. Using her extensive experience in technology-driven efficiency, business process optimization, legal practice management, and business administration, she grew a law firm from its inception to become the largest bankruptcy firm in Texas, capturing 10% of the state’s market share. She specializes in strategic performance analysis, workflow analysis, process improvement, systems design, and training.
Ms. Allmand earned a B.S. from the University of North Texas and an M.A. in Christian Leadership from Dallas Theological Seminary. She is Board Certified in Bankruptcy Law by the Texas Board of Legal Specialization.
Beyond her professional endeavors, Ms. Allmand is dedicated to volunteering as a youth mentor, engaging in multiple global philanthropic efforts, and participating actively in her church. Her personal interests include traveling, reading, completing jigsaw puzzles, and enjoying the outdoors with her two inspiring daughters.
He is an expert in litigation support processes and technology, using programs such as Summation, Trial Director, and iPro, and with high-volume scanner hardware and technology. Marc’s expertise in troubleshooting network systems hardware and Microsoft Server, SQL Server, and Exchange, are invaluable to our clients who have network issues that affect the performance of Time Matters because sometimes both Time Matters knowledge and network knowledge are necessary to solve a problem. This combination of skills makes him one for the most knowledgeable CICs in the areas of Time Matters Enterprise administration, SQL Server replication, and Exchange Synchronization. He is a Time Matters Certified Independent Consultant.
